Welcome to the TH Tier 2 Examination

This examination tests operational depth — not just what TH is, but how it works. Tier 2 covers the mechanics: the HHPA formula, debt conversion architecture, sortition qualification rules, Conductor operating modes, Phase 0 milestones, and the structural logic that makes TH’s systems self-reinforcing.

Tier 2 certification means you understand TH well enough to join working groups and contribute directly to document development, system design, and Phase 1 preparation. This is the builder’s tier.

• Questions: 20 questions (drawn from a pool of 30, randomized each attempt)
• Format: Multiple choice — operational and scenario-based
• Passing score: 75% (15 out of 20)
• Time limit: None. Think carefully.
• Retakes: Unlimited. Each attempt draws a different question set.
• Prerequisite: Tier 1 certification strongly recommended.

Phase Definitions

Phase 0 — Now. Building the intellectual, technical, and social infrastructure of TH. Documents, website, examination system, contributor network, Conductor dashboard, financial architecture. No geographic territory yet. Everything being done right now is Phase 0 work.

Phase 1 — First Billion. The first geographic community (or communities) formally operating under TH architecture. Moma in live use. Sortition governance running. Discovery Schools open. Healthocracy deployed. Land Trust active. The demonstration: proof that TH systems produce better outcomes than conventional systems — at real scale, with real people.

Phase 2 — Planetary Civilization. Scaling the proven Phase 1 model globally. A planetary network of self-governing TH communities coordinating through distributed sortition bodies, with The Conductor monitoring systemic risk. No single entity holds planetary power. The architecture is distributed by design.
