Welcome to the TH Tier 3 Examination
This is the leadership tier. Tier 3 tests your mastery of how TH’s architecture deploys in the real world — Phase 1 implementation. Cross-community Moma exchange. Land Trust activation. EPF deployment conditions. Governance stability during transition. The criteria for Phase 2. The decisions that will be made in the earliest, most critical phase of TH’s actual operation.
Tier 3 certification designates you as a Phase 1 Leader and Founding Council candidate — someone qualified to help make the decisions that will shape how TH’s first real communities are built and governed.
- Questions: 20 questions (drawn from a pool of 30, randomized each attempt)
- Format: Multiple choice — implementation, scenario, and strategic reasoning
- Passing score: 80% (16 out of 20)
- Time limit: None. This is not a speed test.
- Retakes: Unlimited. Each attempt draws a different question set.
- Prerequisite: Tier 1 and Tier 2 certification strongly recommended.

Phase 1 and Phase 2 — Defined
Phase 1 — First Billion. The first geographic community (or communities) formally operating under full TH architecture. Moma in live use, backed by real labor. Sortition governance running, with qualified pools and rotation rules enforced. Discovery Schools open and enrolling. Healthocracy deployed with prevention-first funding. Global Land Trust active, with Legacy Credits issued and stewardship rights replacing commodity ownership. The Earth Peacekeeping Force at initial operational capability. Phase 1 is the demonstration: proof that TH systems produce measurably better outcomes than conventional systems, at real scale, with real people, over real time.
Phase 2 — Planetary Civilization. Scaling the proven Phase 1 model globally. A planetary network of self-governing TH communities, each operating TH’s core systems, coordinating through distributed sortition bodies. The Conductor monitoring systemic risk at planetary scale. No single entity — not the Founding Council, not the ASC, not any community — holds planetary power. The architecture is distributed by design. Phase 2 begins when Phase 1 has produced the proof. The proof comes from results, not from numbers.
